My phone keeps telling me that my iCloud is full. I had 1,200 some pictures in it. Now there’s only 77. It tells me to upgrade iCloud to more data but why can’t I see my pictures?

ICloud will not delete files on his own, if photos are missing, then they have been deleted by some other method. Did you check the recently deleted folder?
