Sorry. A PC or Mac is prerequisite for a full Factory Restore.
Your alternative, if you can still sign-in to the iPad with your passcode, is to Erase All Content & Settings. This is not a full Factory Restore - as iPadOS/iOS is not reinstalled - but without a PC/Mac, this is the best that you can hope to achieve.
Settings > General > Reset > Erase All Content & Settings
