My wife broke her iPhone and I bought her a new one but we can’t get the code off her broke phone. What do we need to do?

How do we log into her iCloud on her new phone without being able to get the code?

I gave my old iphone away and bought a new one and am using it ok . She recently reset my old one and started using it.
