The Drivers and Utilities Combo Package Installer for the Epson WorkForce WF-2630 for macOS Catalina 10.15 should be 10.9 MB (10.4 MB in Epson’s list) (10935417 bytes). Verify that your download is complete by byte size (Finder: ⌘I Get Info (Toon Info)).
The .dmg file opens just fine for me with either DiskImageMounter (default/double-click) or Disk Utility (Schijfhulpprogramma) through the menu.
Verify that your security settings allow files from the App Store and Identified Developers.
