Background App Refresh - On but greyed out and doesnt work

I have a few apps like OneDrive and Google Photos that I want to work in the background to backup my camera roll. Background App refresh is ON but its also greyed out where I cannot turn it off. Which seems OK as I want it on. But they do NOT work in the background. Never backup anything unless I open the app. Google Photos at times even tells me it works better with background app refresh on and sends me to settings, but it is on per my comment above.

Anyone know of a solution? I am running latest iOS and actually just installed 13.6 beta but the issues has been occurring for a long time. I do recall it working in the past, but dont recall when it stopped. Sometime earlier this year or late last year.

I will answer my own question in hopes it helps someone else.

As is typical, background refresh settings are in multiple places.

I went to Settings->General->Background App Refresh and it was turned off!

I also checked the screentime settings as that is a potential place that it is not allowed as well.

Also the settings of the particular app.
