How can I screenshot, not just the part of a web page that's visible on the screen, but the area(s) that's offscreen?

Mac mini, macOS 10.15

Go to File > Print > Open as PDF.

Then print the PDF that has been created.

Suggestion:

Try to print the web page to pdf and export/save as image. (you can use open in preview from the print window)
