How do I get an iCloud account?

What you actually need is an Apple ID, once you have an Apple ID you can use it to sign into iCloud.

You can create an Apple ID at Settings ➔ Apple ID(Top) on your iPad Pro

With your AppleID (which you used here to sign into these forums) you sign into iCloud on any Apple device. That runs through the iCloud account setup if you don’t already have an iCloud account associated with the AppleID you’re using.
