Phone died, came up with the restore page so I did it and now it wont turn on

My phone ran out of battery so I put it on charge, 10 minutes later I went to press the on button and it came up with a black screen with the link to the restore page, so I came to apple and did what they said to restore it. It then just turned the screen fully black and won't turn on at all and is still on charge with a brand new apple charger and does not even show the charging symbol. It is a new phone and not damaged at all so unsure what is wrong.
