I tried these steps and it didn't help. What's odd is when it says No Service if I cycle the phone into and out of airplane mode the service returns with 2-3 bars, but only for a little while. Testing at home, my wife has an iPhone X and we use the same carrier. Her phone does not have any issues connecting, but my iPhone SE (1st gen.) has been doing this for a while now.
