Is there any way to stop the Preview.app opening the 'open' dialog box when I launch the app? It's only a minor inconvenience but I find it annoying... :(
If you are running Catalina, open System Preferences > Apple ID > iCloud > iCloud Drive : Options. Uncheck Preview.
Since you posted under High Sierra I have to assume that's what you are running.
Open System Preferences > iCloud > iCloud Drive : Options. Uncheck Preview.
Drag the file you want to open onto the Preview icon in the Dock.
I usually open preview to make a scan, not to open a file
