You can't. Updates work only over Wi-Fi.

If your computer has internet access, you can connect the phone to the computer (with iTunes installed if on Windows or macs with Mojave or earlier systems). Otherwise, use a friend’s, family’s or public Wi-Fi at a location you trust, such as an Apple Store, or at work.
