Can I move my iMovie library to my Google Drive? I purchase 2TB so I have plenty of space.

No. Google Drive is Cloud-based storage and you cannot store an iMovie Library in the Cloud. iMovie libraries can only be stored on external drives that are formatted Mac OS Extended (Journaled) or APFS.
