I bought an app and it took my money but i didn’t get the app.

I bought the app and i got the receipt notification. Then there was some pop-up in my screen, i didn’t care and just tapped okay. Next thing i notice is that the app is the same than it was before the purchase. I checked my bank to see if it took my money and it did. Can i get my money back or can i get the app?
