I have always used free Adobe Reader. Now, w OSX 10.13.6, it won't work. Asks for an update which seems impossible to find. Any suggestions. Am willing to pay a one-time, modest fee to use an upgraded version of Adobe Reader.

The current version of Adobe Acrobat Reader DC is still free. You can also update it from within the application Help menu.

In fact, I do have the updated Acrobat Reader DC, but it won't read a "Webloc" PDF (I think that's what they call the format).
So, instead of signing the document, I sent them my signature and the authorization to use it for the purpose of document.

Acrobat Reader DC is very exclusive to opening well formed PDF documents. A "webloc" file is simply the URL pointing to the currently displayed website when you drag the address bar from Safari to the Desktop. Far from a proper PDF document.
