Iam having a lot of difficulty downloading apps on App Store it’s always asking me for a billing payment I don’t think is necessary because some apps are for free and I already restarted my phone to help it but still doesn't let me download anything can you please help

Maybe you are having a problem related to Set up your Apple ID payment method and shipping address on Mac https://support.apple.com/guide/mac-help/set-apple-payment-method-shipping-address-mac-mchl29cac995/mac. You may need to change you payment method or change the details of the one already entered.
And on an iPhone use Settings > Name/Apple ID > Payment & Shipping
