'Your account has been disabled in the App Store and iTunes' https://support.apple.com/en-us/HT208856. This link says: "There might be a problem with the payment method that you have on file. When you see the message, don't try to edit any of your account information. Insteadcontact Apple Support for help.”

The instructions are essentially the same for an iPad and iPod touches. “If you enter the wrong passcode too many times, you’ll see a message that your device is disabled. If you can’t remember your passcode, you'll need to erase your iPhone, which deletes your data and settings, including the passcode.” See the additional instructions in the document.
