Before, when I watch YouTube, there was a scroll bar on touch bar that I can use to change the timeline. But somehow it disappeared (only the tiny scroll bar, I can still pause the video). I tried to reinstall chrome, but didn't work.

Try a different browser as a test—and report back you findings.

On safari is working properly.
Third party app— you can always contact the developer...
Chrome is not optimized for Mac
