transferring music files from my Mac computer to my iPhone or iPad

It used to be possible to synch devices and transfer music files back and forth between devices and computer. I don't want to pay Apple ten dollars a month to store in the cloud. Is there another way?

MacBook Pro 15″, macOS 10.15

iTunes has been replace in 10.15 with the Music App in Applications, try that.
