Some of the Apps I want to install say it requires version 11.0 but my iPad says software is up to date with iOS 9.3.5 Can my software be upgraded or does this mean I have to purchase a new ipad?

Sorry, no - your iPad cannot be updated to a more recent version of iOS.
In short, you clearly have an iPad2, iPad3 or original iPad mini. These devices cannot be updated beyond iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular).
Apple ended update support for these devices in September 2016. None of these models can be updated to iOS 10 or later versions, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS.

An iPad running iOS 9 that says is up to date is at least 8 year old hardware at this point. Its either an iPad 2, 3 or iPad Mini 1.
There is no way to update any of those iPads beyond iOS 9.3.5.
My current software says up to date, iOS 9.3.5 Is it possible to update to 11.0 with this ipad?
