Because it is a theft deterrent.

Only the owner of the account used to lock it can remove the activation lock.

The only other option is for you to present Apple with the original proof of purchase, in your name, from an authorized Apple retailer.

If you can't do that and it's locked with someone else's account, it's useless. Turn it over to the police. It's probably stolen.

It's so easy to accidentally enter the incorrect password 10 times in a row?

It's so hard to log into another device associated with the same account to authorize and/or unlock a device?

At 'these prices', as you put it, I'm glad for such safeguards - it makes the devices less appealing to thieves who know they won't be able to use the device once its locked. Doesn't stop them completely, of course, but it does lower the appeal.

Apple have multiple ways to enable the legitimate owner of the equipment to use it - that's their goal, after all. The safeguards are against the bad guys, and you're not one of them, are you?
