Stolen iPhone
Are you able to track the person that stole my previous iPhone when there Apple ID is currently signed in on my old phone.There Apple ID showed up while setting up my new iPhone

You need to have turned on Find My iPhone. See the steps in the first link below especially, but don't ignore the second.
