I have deleted all of my pictures I have taken out majority of my apps I have even started to delete the backups on my iPhone and my phone is still full. It’s to a point where apps are not even opening and phone update haven’t been installed. What can I do to fix this problem?

Define deleted photos, first. Maybe they're sitting in Recently Deleted.

You can also go to settings > general > iphone storage and see what's taking up your storage.
