iCloud storage

I upgraded my iCloud storage from 50GB to 200GB just now. I was charged for the upgrade and it shows on my storage plan that it updated. When I try to download some photos I get a noticed that my iCloud is full. How do I correct this?

MacBook Pro 13″, macOS 10.15

Are there other things taking up space in iCloud, e.g. backups?
