If I downgraded from iOS 14 Beta to iOS 13.5.1 via. IPSW, how do I restore my backup to my version of how it was on iOS 14 Beta, since it won't let me back up since iOS 13.5.1 is a older software version.

You’d have to restore from an archived backup taken on 13.5.1 or earlier. You can’t restore a backup from a later version (I.e., 14) to an earlier version (I.e., 13.5.1).

As was clearly explained in the documentation provided when you enrolled in the beta program.
Since the public beta isn't available yet, only the developers beta is, I have to ask how you, as a developer, would not know this... or did you illegally download the beta?
