I’ve moved my work team’s Dropbox to iCloud Folder sharing and we all have access to edit the files within this folder but we only want our clients (Apple and non Apple users) who we will share individual links or compressed files with with from this folder to have access to downloading them to their computer to edit their own copy, not the original copy in the folder. is this possible?

It is possible, just like Dropbox. I figured it out by borrowing someone else's PC. You can attach individual files from your shared folder to your emails by using mail drop (up to 5GB per email, up to 1TB/month) or you can compress files and send them directly from your email and non-icloud users can download them to their computer to edit themselves and it doesn't change the original files in your folder, just like Dropbox. You just can't use the 'add people' sharing feature, this is only to invite other apple/icloud users as they have to sign in with their Apple ID.

iCloud is not Dropbox.
It's folder and file sharing is collaborative only.
