Here are your options.
I do not recommend 2, 3 and you don’t seem to want to buy more storage, but that’s your choice to make. The bottom line is that you will keep getting that message unless to take action. The message is a warning and it is for your own good.
You don’t have to buy more storage but until you do one (or maybe more) of the things that I suggested above, you will keep getting the message.
Stop saving things to iCloud. Or pay 99¢ a month to expand iCloud storage to 50 GB.
One other thing that I would like to add to Lawrence Finch’s reply is that will probably also have to delete some content in iCloud or you will keep getting that message.
Its really not a message trying to get you to buy more iCloud storage but more of a warning that you need to take action with your iCloud account and buying more storage is just an option to help you deal with your iCloud storage filling up.
Because of loss of data that can occur it will keep giving you that message until you free up enough space. There is no way to turn it off.
I don’t want more storage I just want to opt out of getting the message It’s annoying
