My iphone was full and I tried to add Icloud storage from my iphone and then appear a apple and I can not make restore or data elimination because the iphone do not turn on

full icloud my phone is full and i can't access it at all. doesn't start up, I can get to the apple icon on the screen but it just sits there for hours. I can reboot using the side keys but get the same thing each time. First question is, can I start the phone without losing any data? If necessary, how do I reset the phone so I can turn it on and begin the process of restoring it? iPhone X, not quite sure of the iOS

i cannot turn on my iphone the storage is full, and it shows the apple logo and thats it. i didn't back up my data :( what can i do to solve the problem?

What do you mean by "then appear a apple"? Do you mean you suddenly saw the Apple logo appear on the device?
