Recover a video from a backup if delete
If I delete a video can I get it back if I delete out of recover but I am backup my phone

Are you using the iCloud Photo Library to sync your videos to iCloud?
If so, check the recently deleted album.
If you are not, you can't restore just a single video from a backup. You would have restore the entire backup, which will overwrite any data on the device currently.
