how to pay for monthly icloud storage from funds on apple account?

I don't want my card getting billed every month, I have money in my account, how do I use my apple account to pay for icloud storage.

Also any thoughts on why Apple won't let you pay for extra icloud storage annually? Monthly is silly

If you have a balance in the App Store/iTunes account, then your iCloud storage can be paid from that.
