Deleting photos

My iPad storage full I want to delete photos which is around 3,000 My iCloud Photo Library is on. I’ve read to turn off iCloud photo delete pic from iPad. But it says when I turn iCloud photo back on it will delete the photos Is this true. And why back up pics to iCloud photo If I can’t delete on my device and still have pics stored. Makes no sense
