Apple does not ship OCR software with the operating system, and the free way to extract (legible) text from an image is to use Google Drive and opening the image in Google Docs. This can also be done with Microsoft's OneNote for Mac.

Techsmith's Snagit 2020 ($50, Mac App Store) can extract selected text from an image.
