Just bought a new iphone se 2020. According to the internet if I tap the home button twice all of my open apps should appear and I can swipe them to close. If I tap my home button twice my home screen just moves down a bit.

No. You need to press/push it twice quickly. Double tap is to access Reachability feature.

It’s click so you dont press hard enough
I have this issue too. I'm pushing the haptic button twice but nothing happens.
