Iphone 6S will not update ios from 13.3.1 to 13.5.1 - keeps getting stuck. Have deleted file and tried again at least three times, still no luck. Any suggestions?

That helped, it finally connected and updated, but still having issues with apps either not loading or running very slowly, which is why we tried the ios update to begin with. Just replaced the battery, still slow and sketchy
Backup, wipe, reload iOS, and restore.
Past that, you’re headed for repair or replacement.
And given the vintage, further repairs might be an inauspicious choice.
