How do I download songs to my phone from Apple Music? I have the family plan that I got today but there is an error that says I cannot download music for 39 days. Please help

You are already signed in to a different Apple ID for iTunes on that device. You signed in about 51 days ago. You can only change the iTunes account every 90 days. There is no way around this.
