When you delete the disk in Disk Utility, be sure to click View and show all devices to ensure the startup disk is being erased. "Choose View > Show All Devices from the menu bar in Disk Utility. The sidebar now shows your disks (devices) and any containers and volumes within them. The disk your Mac started up from is at the top of the list." How to erase a disk for Mac - Apple Support

What "duplicate hd" did you delete?
Catalina splits the OS into two Volumes, Macintosh HD and Macintosh HD - Data. If you deleted the first, you deleted the OS. If you deleted the second, you deleted your Data.
Use Recovery to reinstall the OS.
