iPhone storage full
My phone is not working because it states that my storage is full. I pay every month for additional storage so I’m unsure why this is happening.

Be very careful. You pay every month for iCloud storage. It is not possible to increase iPhone storage.

The “other” storage is either cache being used temporarily, overhead from corrupt apps, or (most likely) an incomplete attempt to move data to iCloud storage. Check Settings > General > iPhone Storage and look for an incomplete progress wheel next to an iCloud transaction. If you see this, plug your iPhone into power and let it stay on Wi-Fi for a while (overnight).
iCloud photos is enabled but I don’t believe it is working properly. The other day there was a wheel that said 1% but now it just has a check mark next to it and my storage is still completely full. My phone is plugged in and connected to WiFi every night. Is there another way to complete the transaction?

Yes it is back to 1% and it seems like nothing was completed. Yeah storage is still full and the other category is still taking up 20 GB. It seems like the photos are not being properly transferred to the iCloud when my phone is plugged and connected to WiFi.
Seeing the check mark is good!

Why do I need to be very careful? What can I do to fix this? I have deleted everything I possibly can at this point and it is still not working.
20.03 GB is “other” in storage. What is in that category that is taking up so much storage?
But it didn’t do anything? It is back to 1% loading and the other is still at 20 GB. I just had it plugged in and connected to WiFi and it never got past 1%. Is there another way to complete this?
I’m confused. You said originally it showed 1%. Then you said there was a check mark. Now you’re saying 1% again. Did the 1% re-appear after having disappeared?
Anyway, see if the restore helps.
I had the same problem because I have over 6,900 photos 🤦🏻♀️ So I had to buy new phone with 128g
