Recovering deleted pictures

How can I recover permanently deleted pictures from XR?

iPhone XR, iOS 13

If they are not in the Deleted Items folder in the photo app then they are deleted and gone.

One other option is to restore your iPhone and the photos from a back up on a computer that you may have made prior to deleting them. If you do not have a back up then then they are gone.
