If you are locked out of your Apple ID account you can go to https://iforgot.apple.com

This will provide you with the recovery steps you put in place for this situation.

Apple will usually throw up a hint for your Apple ID password, but your actual Apple ID is the email address that was set up when you bought your iPhone.

My question is: when you set up your Apple ID, did you fill in any of the security questions that Apple usually ask for. Those security questions are a means by which you can retrieve your password.


Try this:

Accounts with two-step verification

  1. Go to your Apple ID account page and click "Forgot Apple ID or password".
  2. Enter your Apple ID, select the option to reset your password, then choose Continue. ... 
  3. Enter your Recovery Key for two-step verification.*
  4. Choose a trusted device. ... 
  5. Enter the verification code.

To Re-Enable it - Contact Apple Support:

As you might suspect, no one here would know the reason for this occurrence, of course. So, contact Apple Support. They’ll know why this occurred and will run you right through the fix.

If your Apple ID is locked or disabled https://support.apple.com/en-us/HT204106 "If you or someone else enters your password, security questions, or other account information incorrectly too many times, your Apple ID automatically locks to protect your security and you can't sign in to any Apple services.

 

If you use two-factor authentication, you need a trusted device or trusted phone number to reset your Apple ID password and unlock your account. If you have a recovery key, you can also use it to help you regain access to your account. …

 

If you use security questions with your Apple ID, or if you don't have access to a trusted device or phone number, go to iforgot.apple.com. Then you can unlock your account with your existing password or reset your password. After multiple unsuccessful attempts to unlock your account, your Apple ID will remain locked and you can try again the next day.” Eventually you will end up in account recovery if you can’t answer them satisfactorily or you will be told “we don’t have sufficient information to reset your security questions."
