Incompatible Upgrade

I have an older MacBook Pro (about 2007). I mistakenly tried to upgrade it to a version later than 10.13.6 (10.13.8 I think) and now it is completely unresponsive. How can I get it open to the point I can install the 10.13.6 OS?
