Can I update this iPad to a new software update? It will not allow me to download any apps or imessage.
Are you sure you own iPad Mini 4?
Go to Settings > General > About > Model
If you've been stuck on iOS 9.3.5 all this time, you likely do not have iPad Mini 4.
If your iPad Mini is stuck on iOS 9.3.5, you own a 2012, iPad Mini 1st generation.
A 1st gen iPad Mini cannot be upgraded beyond iOS 9.3.5/9.3.6 for WiFi & cellular data models.
A 1st gen iPad Mini is, nearly, an 8-year old device now!
