my phone screen totally won't work, can't shut the phone off at all but the buttons work

the phone will not let me shut it off to restore it the buttons work just fine but the screen seems to not work but there is no cracks and it looks brand new why is this phone not letting me shut it down i can hold the sleep/awake button and the power down prompt comes on but the screen seems to not work and it is not cracked it looks brand new
