Thank you for reaching out on the Apple Support Communities. It looks like you’re experiencing an issue with setting up the Face ID on your iPhone XS Max.
Have you been able to successfully set up Face ID before? If so, try the steps here:
If Face ID isn't working on your iPhone or iPad Pro - Apple Support
Note that you’ll want to hold your iPhone about arm’s length away from your face when attempting to set it up.
