Storage is full after uninstalling most apps. Suggested message to manage storage is to use ICloud storage. Already a subscriber of ICloud with 38 gig of available storage
Is there a way to detect if photos are being moved to ICloud?

You can check the color bar via Settings > Name > iCloud > storage color bar top, or you can check the photos app to see if your photos are being stored there.
