Switching to android/ deleting iCloud backup

To be clear, you won't be able to restore your iCloud backup to your Android.

You will have to download the iOS content you want to a neutral location and then transfer it to your Android.

Apple offers an Android > iOS app, but not the reverse. You may want to check the Google Play store for something similar.

There's nothing stopping you from accessing your icloud account from an Android device or even on a computer (Mac or PC).

However as said, you cannot restore an iCloud backup to an Android device.

Google does offer a way to transfer data from iOS to an Android device, and the manufacturer of your device may have some other tool: https://www.android.com/intl/en_us/switch/

Outside of that, you can cancel iCloud at any time from a Windows computer or Mac: Downgrade your iCloud storage - Apple Support

It's up to you whether or not you want to delete the data on your iCloud but I would downgrade to the free level while you still have an Apple device. There isn't an easy option to downgrade if you don't have an Apple device.
