Apple ID Balance

I want to change the country on my iPhone. But the problem is I have Apple ID balance which is $0.18. How can I empty this? Help please.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.

Hi Niel, thank you for replying to my question. Unfortunately, I am not US based. I am in Qatar which is part of gulf country. And the only payment method on my iPhone is PayPal or credit card/master card (which has to be in US). I don’t know why the “none” and “mobile phone” payment option is not on my payment method list. Maybe I’ll have to contact iTunes support. Thanks again.
