how can i access ATLAS?
i try to get certification for IOS and Mac OS. I can't access to ATLAS website.

You need access to an Apple GSX account so you need to work for an Apple Authorized Service Provider. Here is an Apple article regarding ATLAS:

If you work for an AASP and cannot access ATLAS, then check the GSX documentation on who to contact regarding ATLAS access issues.
Edit: Many times a link to ATLAS is available on the GSX home page. If a link is not there, then search GSX for "ATLAS" to get a link.
