WiFi calling not working

I cannot get the WiFi calling on my ATT provided iPhone XR to work. All articles I have read say that I should see the the bars + "ATT" + Wi-Fi" + wifi signal meter on the display but it does not appear and my calls keep dropping as I roam through my house. When I turn on WiFi calling standing right next to my router it does appear for a split second then goes away. My wife's iPhone 7 does not have this problem. Is there anyway to diagnose this issue ?

Start by contacting AT&T, wifi calling is their feature.
