Can not download purchased/stored music from itunes or itunes Match on new iphone 11

I previously had about 5k songs downloaded on my iphone 6 from itunes match. I was able to download a playlist from Itunes Match to my itunes account on my pc but can not synch to my phone. The iphone 11 just spins its wheels if I try and download from itunes match directly
