How do I turn it back on?

You'd normally have to go through your mobile phone provider as they handle voicemail. You could try these steps though:

You may be able to do it by logging into your account on your carrier's website.
Or, your carrier may be able to give you other instructions on how to do it yourself. As different carriers work differently, your best source of information on this is..... your carrier.

I’m afraid your steps don’t work. I wanted to find away I could do this myself without calling my network provider. I need to be able to turn voicemail on and off myself. Any other ideas?

Who is your cell phone provider?
Apologies those steps didnt work. It seems you must have turned off voicemail with your mobile phone provider and each one is different.
My provider is Vodaphone in the UK
Have you tried dialing 1211 on your phone?
