Just saying when communicating by written word, use of acronyms can be really confusing. Better to actually say what you’re talking about to get better answers to posts.
Have you searched the App Store? I have no idea what you mean by pip (to me it is a python package manager tool, so of course would not be associated with iOS at all), but there are numerous apps with “pip” in their title or description.
By PIP, I presume you mean Picture-in-Picture - Be assured that it is one of the heavily rumoured features in the next version of IOS which should be ready to download around September.
